Hi Everyone,

In looking at the motions that were put to the membership in the online vote in May, an error has been noted with one of the motions.   The subscription motion was fine but the student fee motion was not done correctly.  Therefore, MAVLI would like to rescind that motion. In order to do this, membership must be given 30 days to review the motion and will then be provided with an opportunity to vote as to whether or not it should be rescinded.  The original motion stated that 2.1 (2) would be removed and replaced with a new section.  This was incorrect as the motion should have stated an addition only.  Please see the details below.

Original Motion:

Membership Conditions – Student Members

Motion: I move that bylaw 2.1 (2) which states “The provincial membership dues vary according to category and are determined by the membership at a general meeting.”

be amended to:

First time student members, registering after September 1st of the membership year, will be granted a 50% reduction in fee. Subsequent memberships will be full price.

Moved: T. MacNeil Seconded: C. Boscow Carried

Motion to Rescind:

Motion:  I move  that the above mentioned motion which was passed in May 2017 be rescinded due to an error that was made to the content of the motion.  2.1 (2) should not have been removed from the bylaws.

Moved: T. MacNeil Seconded: C. Boscow

If the membership is in favour of rescinding the above motion, the new motion below will be put to the membership and will state:

Motion:  I move that the additional text below be added to our bylaws under 2.1 (1) ii:

First time student members, registering after September 1st of the membership year, will be granted a 50% reduction in fee. Subsequent memberships will be full price.

Moved: T. MacNeil Seconded: C. Boscow

I have included the Membership Conditions section of our bylaws to add clarity to the changes.  The highlighted texts are the areas pertinent to the above motions.

2.1 Membership Conditions

(1) Subject to the articles, there shall be three classes of members in the Corporation, namely, Active, Student and Subscription.  The Board of Directors of the Corporation may, by resolution, approve the admission of the members of the Corporation. Members may also be admitted in such other manner as may be prescribed by the Board by resolution.

The following conditions of membership shall apply:

  1. i)   Active Members

Active membership shall be available only to individuals whose application has been approved by the AVLIC Board of Directors, who currently provide visual language interpreting services and who have paid such fees as may be set from time to time by the Board.

The AVLIC Board of Directors shall approve new applications for Active membership from interpreters who are graduates of an AVLIC-recognized interpreter education program at a post secondary institution or who meet the defined criteria for Deaf interpreters outlined in the AVLIC Membership Policy.

Dual membership in both the Corporation and AVLIC is mandatory. The term of membership of an Active member shall be annual, subject to renewal in accordance with the policies of the AVLIC bylaws.

As set out in the articles, each Active member is entitled to receive notice of, attend and vote at all meetings of members and such Active member shall be entitled to one (1) vote at such meetings.

  1. ii)  Student Members

Student membership shall be available only to individuals currently enrolled in an AVLIC-recognized interpreter education program and who have applied and have been accepted for Student membership by the AVLIC board and who have paid such fees as may be set from time to time by the Board.  Dual membership in both the Corporation and AVLIC is mandatory.

The term of membership of a Student member shall be annual, subject to renewal in accordance with the policies of AVLIC.  First time student members, registering after September 1st of the membership year, will be granted a 50% reduction in fee. Subsequent memberships will be full price.  (This was in the original motion but should have been an addition in this section, not a replacement of 2.1 (2)).

Student members shall be entitled to receive notice of and attend at meetings of members and will be entitled to one (1) vote.

iii) Subscription Members

Subscription membership shall be available for individuals who do not qualify for an Active or Student membership, but would like to support the Association and receive announcements and current information about the profession.

Subscription members shall be entitled to receive notice of and attend meetings of members and will not be entitled to vote.

2.1 Membership Conditions con’t

(2) The provincial membership dues vary according to category and are determined by the membership at a general meeting.  (This is the original wording in the bylaws as ratified at the 2016 AGM. In the May 2017 motion to the membership, it implied this sentence would be removed and replaced with “First time student members, registering after September 1st of the membership year, will be granted a 50% reduction in fee. Subsequent memberships will be full price”.  However, the original “The provincial membership……” should be kept as is.

(3)  Active membership may be open to others who meet the category criteria as defined by AVLIC and therefore are eligible to apply to the AVLIC board.

MAVLI will send out the details for the online voting process once membership has had 30 days to review the above motions.
